概要
京都大学大学院医学研究科の井上悠輔教授とスウェーデン・ウプサラ大学のJennifer Viberg Johansson研究員は、世界最大級の医学研究基盤UK Biobankで2026年4月に発覚したデータ不正流通事件を手がかりに、これからの医療・研究に用いられる個人由来の情報・データの管理のあり方を検討しました。
UK Biobank uses health and genetic information provided by approximately 500,000 people for medical research, but it has become clear that some of the data provided for research was posted for sale on an online platform for Chinese consumers. This incident shows that technological measures that make it difficult to identify individuals and "gateway" measures that screen researchers and grant them access to data may not be sufficient to prevent subsequent inappropriate removal or reuse.
本研究では、データへのアクセスを認める「入口」の審査に加え、その後の利用状況の記録・監査、安全な解析環境、問題発生時の対応、研究参加者や社会への情報公開までを継続的に管理する「continuous governance(継続的ガバナンス)」への転換を提唱しています。日本でも2026年7月に改正個人情報保護法が公布され、さらなるデータ利活用を進める制度整備が進んでいます。個人に由来する医療・健康データをより広範に活用する時代を迎えるなか、データの利用を広げることと、その後の適正な利用を継続的に確保することを、どのように両立させるかがますます重要になります。
本研究成果は、2026年9月9日に国際学術誌「Journal of Medical Internet Research」に掲載されました。
研究者のコメント
「UK Biobankの事件が示したのは、医療・健康データの活用を進める際には、技術的な安全対策だけでなく、責任・透明性・社会的信頼まで含めて、データを「使い始めた後も責任を持って見守る」仕組みが必要だということです。日本でも、NDBなど一部の公的データベースでは、利用審査や安全な解析環境などの対策がすでに進められており、全てが「データを渡した後は研究者任せ」というわけではありません。ただ、技術的な管理だけで不適切な利用を全て防げるわけではなく、利用者がルールを守ることを前提として成り立っている部分もあります。審査を終えた後のデータ利用をどこまで把握し、適切な利用を継続的に確保するかという課題は残ります。
一方で、医療・健康データの利用先は、大学の研究者だけでなく、企業による研究開発(AI開発を含む)、国際的な共同研究などへ広がっています。2026The revision of the Personal Information Protection Act in 2017 also includes a direction to promote the social use of this data. At the same time as we discuss expanding its use, Japan also needs to reconsider how to combine post-use audits, technical management, responses when problems occur, and explanations to society. Trust is not something that can be automatically gained by creating a system. Rather than taking the ability to utilize data for granted, we need to continue to think about what is lacking in the current system in order to utilize it while gaining the understanding of society. ” (Yusuke Inoue)
