Increased French language requirements, capping of study permits and Quebec acceptance certificates, modification of programs eligible for post-graduation work permits, suspension of the Quebec Experience Program: how have CEGEPs reacted to these changes in immigration policies? And have these changes already had an effect on the recruitment of international students?
A study published in theRevue canadienne d'enseignement supérieur, signed by Olivier Bégin-Caouette, Olivier Francis Hazoume and Marianne Paquette, from the University of Montreal, as well as Nicole Lacasse, from Laval University, looked into these questions.
The researchers analyzed 38 federal and Quebec policies adopted between 2019 and 2025 and compared the responses of 37 CEGEPs to two surveys conducted in 2019 and 2024. They found that, despite the entry into force of more restrictive policies, CEGEPs developed new strategies to adapt.
